Douan, Peper vie in District 7

Both Republican candidates vying for the District 7 seat on Charleston County Council say the council needs to have a firmer grip on spending taxpayer's money. Joey Douan, 58, a former member of the county's Planning Commission and familiar candidate for council, said he would "Git-R-Done," a slogan he has emblazoned on his campaign signs. "I'm tired of Charleston County Council wasting our money, stealing our money, taking people's rights, increasing the size of government," Douan said. "Enough is enough is enough." His opponent in the GOP primary, local attorney Mark A. Peper, 29, said he also is adamantly against raising county taxes. The former Charleston County Park and Recreation Commissioner is seeking his first elected office. Key issues for him include alleviating traffic on West Ashley's congested arteries, controlling growth and completing the controversial Mark Clark Expressway project. Peper said that District 7 is mostly Republican terrain and that the incumbent, Democrat Colleen Condon, doesn't represent her constituents well. "I'm excited that I share the same kind of ideologies and conservative values that the citizens of this district have," he said. Douan said his chief concerns are fair zoning regulation, responsible government spending and adequate oversight of funding given to the local bus system. Douan, a Vietnam combat veteran and disabled railroad conductor, became widely known years ago when he successfully challenged the county's first attempt to implement the half-cent sales tax, but that victory didn't last. Voters approved the tax again, and the courts threw out Douan's second challenge. Douan appeared to win a 2005 council race, but that also was thrown out. "The election was stolen last time," he said. "It was stolen from the voters. If the Republican party chooses to put me back in office, then I'll stand up for their rights." But Peper said he is the man for the job. "Joey's proven in years past that he can't win," Peper said. "We need to get a strong Republican in there that has strong community ties, that the community can rally around to beat the incumbent."

Mark is ambitious and knows what the community needs. He is strong willed and determined to do what is right for West Ashley, not himself. That doesn't sound like someone who you want to represent you? If all you can say is that he is young, I'm o.k with that. I never thought I would these words but, " I agree with Moonpie."

Well.... I don't know about either one of you? You are able to get an article in the Post and Courier and you failed to convey the most important information. Guess what it is? That's right...your telephone number and email address for voters to contact you! Are you going to listen to voters once you are elected? NOT just the ones in your district! Are you boys going to be at the CC Special Finance Committee meeting? When and where is it? Do you know? I think TENISHA will be there. Maybe you could get your views in print? Do you have a voice at all?

I don't know Joey but I know Mark. Mark did well in Church, at Wofford, and in law school. An educated, respectful person deserves consideration regardless of age.

Since your county district includes Bees Ferry Rd., Do you care to comment on these important questions? What will you do concerning the proposed Bees Ferry Landfill HEIGHT of 168 & 172 feet??
What are your positions on the County Incinerator?
We are the thousands of voting residents that live here next to this proposed Mt. Trashmore (landfill).

It seems to me that Mr. Douan's experience really doesn't match Mr. Peper's education. Mr. Peper is looking ahead many years forward to a political future, so he will want to do well.
Just my humble opinion.

Well.....I guess if that is what it take to track these cats down. Yes. I live in Charleston Co.; but, what happens in other counties in this state effects us all. We have 18 landfills and one incinerator in this state that needs to be closed. There is new technology that has been available for years now. One being found at www.startech.net ! Our trash is energy and MONEY. Not one mayor, county council member, state rep, or DHEC officials have raised any cowbells in getting these machines installed. Its going to take a statewide bond referendum for the issuance of tax-free municiple bonds to pay for these machines. CEO's of all uitilities to be called into the Governor's office for a tongue lashing and plan for grid tie in. DHEC and DOT officials to be REPLACED with citizens that want to work together. The energy sold will pay for the bonds which means...NO TAX INCREASE!
All county councils LOVE the tipping fees that these landfills bring in. Not only to the county but to their campaigns. What the voters are wising up to is the fact that they are endangering our children's and grandchildren's groundwater! When I was a kid I had poster of Sherrie Lewis right next my poster of Farrah Faucett.. well not really.
First off Tenisha got it close but not completely correct.
I said government waste and lack of oversite on spending period. I also said that I think that any entity that spends tax dollars should be elected to that position and answer to the voters.I did not single out Carta.I told her that I got started when the county started stealing Private Property Rights.
Second I told her I was decorated for heroism in Viet Nam.
Third The Courts did not throw out the second challange to the Half-Cent Tax. The Supreme Court declined to hear the case. It is still does not comply with the law. Glen McConnell even agreed that it did not.If the court had heard the case they would have had to overturn it again.

Great steak at the Depot Diner . Now where was I,BTW I was a firefighter in North Charleston and The City of Charleston for 13 years.

Thank you for answering my comment on the landfill. You obviously are out of touch with this sensitive issue. I am not in your district, but if I was, you certainly wouldn't get my vote. You are in the stone age, what a laugh that you had to run and eat before finishing your comment, that's hilarious. How can you run for a county dist. when you don't even know it's boundaries? For your info, Bees Ferry Rd. stradles both dist. 6&7, where dist 6 is on the right side of Bees Ferry Rd. going towards Savannah Hwy. Dist 7 is on the left.
Are you sure that you know what dist. you live in?
So, I also did some reading on you...you tried to stop the 1/2 cent tax to improve the CC roads, wow, you the man!!!
I said you are living in the stone age...just retire & give us all a break.

There you go again. What makes you think I don't know the boundries . All I asked is why you moved there.
I was active on the half-cent tax issue because state law requires the projects the tax is to be used for to be listed and the money is not to be used for any other purpose.
what the county has now is a cookie jar filled with your money to be used for anything.There is no accountability.
if you would really like to know about it I'll be glad to show you in writing.
what the heck it's only a million dollars a week , right?
As far as the dump ,I think we are overlooking a valuable resource waiting to be tapped.
