Warrants issued in goose death after men fail to appear

A Charleston Municipal Court judge issued warrants Monday for the arrest of two former city parks workers charged early last month with wringing the neck of a Canada goose they caught in a West Ashley park.

The warrants were issued after Rubeli Santiazo and Ceaser Chuy failed to show up for a hearing on charges of animal cruelty.

The two were charged April 2 after a woman whose house backs up to West Ashley Park told police she saw one of the men jump into a pond, grab the goose and wring its neck. The men then stuffed the dead goose into a large bucket and hid it on their city parks maintenance vehicle, she said.

The two were arrested when police responded to the woman's call. A third suspect fled and also is being sought.

The three were part-time workers hired by the city parks department through temporary worker agency Staffing 2000. City Parks Director Steve Livingston said at the time that the three would never work for the city again. He said he suspected the three planned to take the goose home and cook it for a meal.

Late last month, the city also cut off Staffing 2000 from work with the city, saying the company was not registered, as required, on a state-approved list of contractors.

Joseph Hughes, the company's manager, said he has filed for registration and thought the city's action was unfair given that the company has supplied workers for the city for nine years without any previous trouble. He said he too was deeply troubled by the incident. He fired the workers on the spot.

hahahahahahaha! hahahahahahah! Did these idiot judges actually think they would still be around here on court day? Your in a court everyday with them. They run at accident scenes, they pay no attention to our traffic laws, and the police and judges let them get away with it. My fellow posters are nuts thinking they went back to Mexico, they're in another US state. They'll never leave until forced to. I can't wait to see how many are still here in SC after this "scary" legislation gets passed! What a joke!

Your correct on that one moonpie. They are not gonna show up, they have not given the real name, real SSN, or real address. So the only way your gonna find them is when they commit another crime.

Mexicans are the biggest offenders of our Natural Resource Laws. They strip mine everything from our rivers and creeks. They don't buy licenses, they don't follow the laws. They need to go.

scnative4ever is correct and it's sickening.
Listen to how f-up our laws are. The Mexican can collect undersized gamefish, too many gamefish etc and not pay a single dime in penalties. By a loophole, the DNR officer writes them a ticket but cannot enforce it! What happened to America were we write laws and don't enforce them?

LMAO. Go to any LE agency around here and I will bet you a majority of their bench warrants are for people from a particular country just south of Texas that fail to appear.

early, if the mexican can not show they are a state resident they are fined. I know first hand that either they pay the fine on the spot or they go to jail. They pay the fines. They claim they have no money, but when the handcuffs come out, so does the money. But a small number are caught compared to the ones that get a way with it. If you see this going on call DNR. They will respond.

Why he do it????? Was he going to eat it? I didn't think 'goose' was a popular dish in these parts.

The only good thing now I can see come of this is Staffing resources 2000 be made an example of for continuing to hire phony documented workers without verification. This company needs to have it's business lic pulled. The federal and state regulators need to be looking at Joesph Hughes.

scnative4ever, I disagree. I have two DNR officers that live by me and spoke with them last year when I told them of a group catching illegal size crabs on a bridge by the house. They can write them the fine but cannot enforce it and like the story mentioned, they don't show up. Believe me when I say the department is highly frustrated.

What scnative was referring to was the fact that DNR agents can require an out-of-state offender to post a cash bond on the spot. I have some DNR agent relatives. One of them was telling me a story Sunday about a guy who was being a smart ass and telling him how he lives out of state so he wasn't worried about the ticket. That prompted my cousin to require he post a cash bond on the spot. It can be done. Now, if they have false id saying they are SC residents, you are screwed.
