If an Isle of Palms proposal becomes law, Peyton Brower and her father Todd, from Mooresville, N.C., would be subject to a fine if they didn't destroy this sand castle after they were done with it.
ISLE OF PALMS — Building in the sand is free, but beach lovers who leave their castles behind could soon pay the price. Under a new proposal, beachcombers could get a $128 to $500 ticket for not flattening sand castles and not filling in holes when they're through. City leaders intend to discuss the proposal more in the next month. Todd Brower, a vacationer from North Carolina who sculpted a mound of sand with a spade on Friday, found the proposal ludicrous. "I'd laugh at them," Brower said. "I've never heard of such a thing. "If I was fined for leaving a hole, I would never come back," he said. "I'd just go to Sullivan's Island." Palan Lussier, a part-time resident of Ohio who read about the city's potential law, found it equally ridiculous. "You've got to be kidding me," she said as her children rolled in a hole nearby. "Someone has too much time on their hands," Lussier's husband Steve said. "Police have got better things to do than sand castle enforcement." Police and Mayor Mike Sottile said enforcement would be nearly impossible. They would have to watch the creation from start to finish and then catch its sculptors as they walk away. Isle of Palms City Councilman Ryan Buckhannon, who sits on the public safety committee that formulated the law's first draft, said the provision is part of a bigger proposal aimed at stopping droves of tourists from leaving items and large holes behind. "It's a disposable world now," he said. Tourists often abandon their tents, coolers and surfboards for others to enjoy. The proposed law would require people to pick up after themselves and knock over sand castles before leaving the area. Buckhannon said the holes are the real problem. A police officer recently fell into a hole and twisted an ankle. Councilman Michael Loftus said he knows of others who have done the same while walking the beach at night. For the Lussiers, falling into a pit is a risk worth taking if it means saving sand castles. "That's what flashlights are for," Steve Lussier said. Over on neighboring Sullivan's Island, Town Administrator Andy Benke said the council may re- establish a citizens beach committee that might address similar issues in the near future. Farther down the coast, Folly Beach regulates dogs and vendors on its beach, but sand castles? Never, Zoning Administrator Aaron Pope said. Folly also is one of the few beaches where drinking alcohol is allowed, Pope said.

It's a lovely day when common sense comes into play without "nanny state" governing.
This proposed legislation is asinine. Is this what the members of the "Green Team" are looking to accomplish in their first term? Lovely.
As for the "items left behind," there already exists a littering stature, and it would be bloody hard to enforce in this situation anyway.

people have died falling into big sand pits dug into the beach..google that for verification, please...just dont destroy nature is what we should be aiming for..huge pits and holes are not natural...think about it if u will..there are many national parks that are enforcing the rule "leave it as you saw it" so this is a universal trend so get used to it.... you take your garbage home with you..no bins... americans need to respect nature more... you'll get the message sooner or later..like no littering was once considered strange! i wish the post courier wasn't so backward...just do a little more research and don't rely on the simple local interview...you, the young reporters trying to move up in the world, should aspire to more than the easy way out with the local uninformed view..shame on you!..there's more to it if u dig deeper!!!!

they are worried about sandcastles,what about all the pot holes on the streets???they do worst harm then sand,next they will be telling you what kind of swin suit you can wear, sees it now now.. in near future you wont be allowed to bring certain color towels to beach or u will be fined

Does this apply to sea turtles as well? Ya'll know those pesky critters leave holes and mounds all over the beach and leave those nasty little eggs behind.
I'm sure Mr. Buckhannon is on the right track here. Let's just ban all beach activity, fine anyone who leaves behind anything on the beach. We need a seashell law that requires that you leave all shells on the beach. Regulations on the size of beach towels and for God's sake we need a law requiring everyone wear SPF 40 or better at all times.

The only problem I see is that it isn't steep enough. Those 7-10 year olds should face mandatory state prison time as well. The IOP police are rumored to all have blow up dolls that bear a strange resemblence to "Lois Lane". So beware future candidates for ...the smoking squirt gun!

There are litter laws in affect and they should be enforced. Clearly, with the beach errosion there are more important issues for the Council to be concerned with. I have never been to a beach else where in the country where the dunes are not protected, and the rules enforced, by both beach patrols and local residents. Nothing is more distressing then walking the IOP beach and seeing tourists damaging the dunes while appearing to be camping out on top of the fragile environmental area. I would hope the Council recognizes more important issues to protect the beach and our quality of life. Perhaps we locals need to worry less about our "manners" and more about our environment...and asks the tourists to do the right thing when we see blatant disrepect of our beaches. Kids building sandcastles are not the problem.

This idea is just plain stupid, and yes, iopturbo, you do have potholes. We all do. I'm sorry if that tarnishes your "greater than thou" attitude.
Cleaning up your trash is one thing. Worrying about sand that the tide is going to level out anyway is just a waste of time, money and resources. I own the sand on the IOP beach anyway. My tax dollars put it there.
I was stationed in Hawaii for 4 years. When I returned, I to the low country, I took my wife down to the IOP beach because she wanted to see "the SC beaches". We stood up at the top of the beach looking down in disgust. Ugly sand, alien looking foam, trash, people trying to "surf" in 1 1/2 foot waves, poor parking, poor roads and junky looking beach shops and bars... we were both just thinking "how can these people actually lay in this filth?" I've been to beaches all over the world. Our local beaches are the worst I've ever seen except for maybe one in South Korea. It's been 5 years since that trip to the IOP beach. We haven't been back.

This has to be one of those candidates for the prize of Stupidest Laws ever dreamed up. Fining somebody for leaving a sandcastle?? Uh-hum. With problems of litter, potholes and such, the Rhodes Scholars who came up with this doozy seem to forget that the tides eventually take the sandcastles away, much like hurricanes take away homes that are right on the shore.

South Carolina has recently entered the ranks of one of the Top Five most dangerous states to live in - hmmm, wonder why!
Not only is that what flashlights are for, but why don't you look where you're going - or did they not teach that at the SC Police Academy?
Common sense people, please - it's a friggin' public beach! Citing someone for building a sand castle on a public beach is like citing someone for breathing...no wonder SC is stuck in the 1900's - Draconian laws and lack of any spine on the part of the "old timers".

I support the IOP Council...Just call it "Leave the Beach as Nature Intended". It's not about the sand castles, Post and Courier, it's about anyone who does any kind of exercise on the beach and has fallen in a hole. If you did anything physical on our beautiful beach other than sit on your butt, you'd understand. If you don't like it, go to Sullivan's or Folly--the residents here won't mind that much, trust me.... It's not such a "silly" thing once you've twisted an ankle or fallen off your bike. I've never seen a pothole in over 10 years. I've also traveled to or lived near most of the famous beaches around the world and our beaches are still the most lovely. No high rises. No island people badgering you to braid your hair or buy a bracelet. No rough surf to drown you or your kids, or throw you into rocks. No seaweed. No rocks to step on. No severe drops into deep water. No rough thick sand.... Just beautiful oyster-shell and white sand. The Isle of Palms is a jewel and our Council is simply trying to preserve it.

Visit IOP where there's sand for castle building and John Deere's for filling!! At the end of the day, kids can play and the holes go away!

I would like to congratulate the IOP city for their efforts to protect the citizens. Their concers can have wonderful benefits. I would suggest using the new law as a tool for giving the little kids a civics and economy class. Since the fines would generate between $128 and $500 for the city, we could offer a reward to the kids for ratting out the other little kids. I bet a little 8 year old would rat out his buddies for $5. Then the city could make from $123 to $495 a pop. This deal may work so well we could hire more police to solve more dangerous problems. The little kids would also learn at an early age how the nannie state is going to look out for them if they will just go along.

The residents at the "EXCLUSIVE" Wild Dunes can put thousands of sand bags on the beach that polute the beach and the ocean but us "POOR" folks can't build a sandcastle without worrying about a fine!? I seem to remember that the State waived the paying of enormous fines for the residents of Wild Dunes that refused to pay them or remove their sands bags as ordered. Give me a break Isle of Palms! I won't be back! Your attitude is outrageous! I hope "Mother Ocean" washes the whole place away! Justice willl be served!

Rather than "bulldoze" through the imagination of children by citing our future architects, doctors, lawyers, etc. our law enforcement officers could take 2-2 1/2 minutes to fill in the holes themselves- out of the goodness in their hearts of course. We will leave OUR tax dollars that pay their salaries out of it. In the time it took one official to complete the appropriate paperwork (it is cheaper not to wear your seatbelt, by the way...), that seventeen minutes could have been used to "restore" 500 yards of our deteriorating beaches. It is bad enough to have to PAY to park at a PUBLIC BEACH, but this is insane. (In regards to the person who died falling into a hole on the beach, he should have thought about that before pounding an 18 pack of Busch Light. Where was his public intoxication ticket?)

The State of South Carolina needs to put a "TOLL BOOTH" up on the Isle of Palms Connector Road. Annyone without a SC Drivers License should have to pay a $100.00 toll. Lets reclaim "OUR BEACH"! Use the money to repurchase and bulldoze Wild Dunes and build a State Park. We already are going to have millions(of SC taxpayer money)invested in the renourishment of the beach. Lets give everyone acsess without having to pay a fine for building a sandcastle!`

This is so sad and not a good idea at all. This is going to be bad publicity for the whole Charleston region. One good way to scare off the tourists right before the Bridge Run next weekend as tourist season kicks off. Too bad City Council is not thinking out the economic impact this will have on their town and beach. Tourism is the one main industry on the Isle of Palms and one sure way to send everyone packing to vacation elswhere. The public beach belongs to everybody. Yes people do come and leave litter but so do the residents who live there also. Yes, people can fall down and a hole can cause it but accidents do happen. I guess this city council member comes from the same school mentality that if one person talks in class everyone has to write sentances, punish the whole class.
Just get over it and find a more posiitve way to promte your town like open a sand castle park area designated to this, or find a way to make your beach more appealing.
There is a brick in the main road in memory of my Dad I purchased to support this beach and right now I am sad it is there in his memory. Please find something more important to focus on like better parking for visitors.

Thank you outrage. I like CaptKick's suggestion in tolls for out of state tourists or non SC tagged cars although somewhere in the $2 to $6 range. I don't like state residents having to pay "hospitality" taxes. That is a big ripoff for locals. Also, if you think sandcastle laws are unjust go to Rep. Scott Talley's SC legislature site and write him that you are against his lapdance bill and are more interested in freedom.

If you want to make the state safer....how about cleaning up all the road debris on the highways or mandating the use of lights on the backs of trailers.
A law that requires you to knock down sand castles or fill in holes...give me a break!
And yes, I've stepped in a hole while walking on the beach at night and didn't go crying to the town council. If you walk on the beach without a flashlight, aren't you assuming the risk? Come on people....its called common sense. Nobody wants to hold themselves accountable for their own actions anymore.

Somewhere in South Carolina a village is missing its idiot. That town would be Isle of Palms and the dim witted boob would be Councilman Ryan Buckhannon. There is always some twit in government who thinks its their responsibility to pass a law to solve every single teeny tiny issue that pops up.
I can perfectly understand having policies enforced to keep people from leaving stuff on the beach and trashing it up. That’s absolutely acceptable, but sandcastles? His proposal is so idiotic someone should have just slapped some sense back into him, assuming there was any there to begin with, when he brought the inane proposal forward. The clear irrationality of how this would even be enforced should shame the man with gargantuan embarrassment. Will the Isle of Palms pay police officers to stand on the beach all day monitoring the building and demolition of every six year old child’s sandcastle? If they have the time to do that then they have too many law officers on the force.
If I had read this without knowing what paper it came from, I would have assumed that this was a parody from The Onion.

When you go exercise on the beach, you should know that you are likely to find uneven terrain - it's sand. If that's too risky, run somewhere else. This idea that the government should intervene to protect your ankle because you don't watch your step is ridiculous.

I would hope that any IOP cop would tell their supervisor to stick it if they got put on sandcastle patrol. What a waste of taxpayer money to ven think about it.
If this goes through and anyone ever gets a ticket - JURY TRIAL, JURY TRIAL, JURY TRIAL. There is no way you are going to find a group of people for a jury that think this is a good idea.

To my posting brethern...being a certified sandcastle inspector; this goes beyond dissing the beach. A mother was observed changing a baby's pamper..that' right w/out a doo-doo permit. A senior citizen was filmed disposing of his depends in an unapproved "Depends Bin". Finally, a breast feeding MaMa only had 1 blanket and 1 towel covering her, you are reading it right! Stop the sandcastles now or what's next?????

People drown in the ocean
People get bitten by sharks
People get struck by lightning
People get knocked down by waves
peopld cut their feet on shells
People who don't watch where they are going trip over sand castles

Whats up with the Isle of Palms city council? Are they crazy or just bored? Passing a this law or even thinking about it is outrageous and ridiculous. Sand sculpture is a great way for people to enjoy art for free. The beach is the museum and everyone has free admission except for the parking of course. Buckhannon needs to get his head out of the sand and look at the big picture, or should I say the artwork. Whets next? Putting restrictions on what direction you beach chair faces or how long you’re allowed to stay in the water. Get a life Buckhannon.

What I wonder is, are the IOP-Police going to be ticketing everyone at the Annual Sand Castle building contest?
And the excuse of using the beach for exercise is pathetic. Parents bring children to beach to see the beautiful ocean, play, and make sandcastles! Anyone who says the sandcastles are wrecking their exercising obviously was not loved enough as a child and brought to the beach to build sandcastles. Watch where you're running or go join a gym!

So who gets the ticket the 4 yr old who builds the sandcastle or the mom, dad, or babysitter who took the kid to the beach to well, enjoy the beach!!
Just think a grand lawsuit~ 4 yr old hysterical and traumatized for life over Sandcastle cop destroying his first ever built sandcastle, fine for mom $500, and ruined family vacation~ due to distraught toddler having to watch his first ever sandcastle demolished~

I was going to protest the sandcastle law on Isle of Palms but then I remembered that after my last vacation there I promised myself it wouldn't happen again. Apparently there is so little fun there they just decided to outlaw it altogether.

IOP is becoming more and more like Sullivans Island where the laid back island life of the past has been moved down the street or knocked down. So sad to see such a wonderful part of charleston become such a private place. Neighborhoods where walls never existed now have huge walls between the houses. Most folks out here don't even know most of their neighbors anymore and as I write this I'm watching a house across the street being knocked down to build another monstrosity full of people I'll probably never know or probably dont even live in chas... oh well. Won't be long before all of front beach will be gone, windjammer and all. Don't worry about me, I've already decided not to live on IOP anymore. This article proves to me that there is now too many idiots here along with the snobs.

This is the most ridiculous rule I have ever heard of. If Charleston's intent is to make sure no one comes to their beaches again, this will work! Pass the law and watch your tourism come to a dead stop.
