Dorchester facility had 8 cases of skin disease

Recommendations

OSHA found no violations at the jail but gave five recommendations "to make working conditions safer" in relation to MRSA:

--Educate jail workers how to recognize and report signs and symptoms.

--Train booking officers how to examine inmates and report cases.

--Train jail workers to check for signs of the disease.

--Provide follow-up counseling for both positive and negative cases for both inmates and staff.

--Conduct follow-up exams to make sure antibiotics are working.

ST. GEORGE — The Dorchester County jail passed its checkup, with a few recommended changes, from the state Office of Occupational Safety and Health after it investigated allegations of an infectious skin disease outbreak.

OSHA and the Department of Health and Environmental Control identified eight cases of MRSA — Methicillin-resistant staphylococcus aureus — an infectious skin disease that's resistant to some common antibiotics. It was in the news last year after some more-extreme cases were reported.

A former jail worker's complaints led to the investigation.

With an average daily population of 300 inmates, eight cases would not be unusual, said Dr. Robert Ball, an infectious disease expert with DHEC's Charleston office. An outbreak is when the infection spreads from one person to another, and there was no evidence of that, he said.

"People have just gone crazy trying to make a big deal out of MRSA," Ball said.

The Office of Occupational Safety and Health inspected the jail in mid-November and in a summary letter, OSHA Compliance Manager Anthony Wilks said eight cases were treated by jail medical staff. The number was based on interviews with jail workers and medical staff.

DHEC confirmed one case of MRSA when it checked the jail last fall, said Linda Pranger, public information director for DHEC's Charleston office.

The regulatory agencies got involved after Chris Pia, a former jail worker, complained. Pia said he was fired by Sheriff Ray Nash for insubordination after he continued to insist that Nash's staff was not doing enough to warn jail workers about MRSA cases. Pia told the agencies there were at least five cases of MRSA at the jail and that workers had not been warned of their potential exposure. He also said training and protocols for handling MRSA were inadequate.

Wilks summarized OSHA's findings in a reply to Pia in a Jan. 16 letter, which said jail workers were warned of their potential exposure through brochures posted at the jail, but that privacy laws protected individuals who might be sick.

Pia continues to insist jail workers should have been warned.

"I know they can't name the names," Pia said this week. "They should have at least let the officers know that there was MRSA in the jail. It was there and they didn't tell anybody."

Pia posted OSHA's letter to him on the Internet this week through The DragonSlayer, a Web site that's been critical of Nash.

Wilks made recommendations for more training and safety precautions in a Feb. 4 letter to former Detention Center Director Franklin Smith. Jail chief John Barnes said he had not yet seen OSHA's recommendations but said he didn't expect any major changes.

For example, workers are already trained to recognize and report MRSA, he said. Also, booking officers screen inmates for diseases, but Barnes said he would rather let nurses do physical examinations. He also balked at the suggestion that jail officers rather than medical professionals should regularly examine inmates for signs of MRSA.

"I think those suggestions are good things to do if you're not doing them," he said. "We take this whole thing with public health very seriously."

I also mentioned to Dave Monday that We Need to Change the Hippa Laws Regarding Law enforcement and Emergency personell..They Should be allowed to know whom has a comunicable disease to protect themselves and their families.
The OSHA Investigator did a Thorough Job .The System is what is broken..Too many ties to Government.

Dorchester 2 Schools gets an abundance of attention for 1 case of MRSA(3,000 students and faculty) and This is hidden for 4 months.Why?

…and they should not? If you do not feel inclined to protect the immates, certainly someone should feel obligated to protect employees and their families...t least take their concerns about outbreaks seriously.

I Don't Know if Any of the Cases filed involved MRSA.
How I Know It was a coverup.....They questioned Me on Whom My source was and Eventually Fired Me for saying I refuse to reveal My source.3 Times I was questioned and they said This was a pattern of Insubordination..
The reason it was a coverup was the Information about MRSA in the Jail was in the Nurses Office at the Time of the original questioning of NurseJones..The reason I stated 5 cases of MRSA was Because I observed 5 Pieces of Paper Stating that MRSA was confirmed inside the Nurses Office before I told Officers to wash their hands.So Why Question Me On My Source? The 3rd Time they Questioned Me in front of The Panel before I was Fired ,I questioned Franklin Smith asking if there were cases of MRSA in The Jail.He Stated there was 1 so far...... Now If He Denies this I have a videotape proving this.

This whole investigation was very costly to the taxpayers and unnecessary because of a disgruntled fired low-level employee.

MRSA is everywhere and is only an issue when the press gets hooked into sensationalizing a story promoted by someone trying to manipulate the news.

Just check with your personal doctor and you will see just how prevalent MRSA really is in our society and usually harmless to most people.

I really wish some people who post dozens of comments to each P&C article would keep their comments directed towards the article itself and not make public attacks about everything else.

There seems to be way too many unemployed folks who are still living with their parents lurking around the Internet looking for a life on-line.

ChrisPia should quit whining and go get a job so he can become a productive member of society. (But please not back in law enforcement as we have too many immature power hungry egomaniacs abusing the public already).

How Does MRSA Spread?
Staph Bacteria,Including MRSA,can live on the skin.Therefore,something as simple as shaking hands can spread the bacteria.Any Open Wound is a potential entry point fo MRSA. Hard Surfaces have the potential to host the spiteful bacteria. So Walls,Floors ,and similar surfaces may carry MRSA. Crowded living Conditions and poor hygene are contributers to the spread of bacteria,including MRSA

DHEC Was Notified BY Me. Nurse Susan Cohen was Called.SEE Dorchester County Incident Report #1821
Report # 1818, 1819 Detail Even Though Pia Was informed we do not have MRSA in Our Facility(1819)...Alot that was said in this meeting was repetitive in an effort to ease Pia's Concerns and again assure him that we do not have active MRSA in our facility (1819)..Nurse Debra confirmed that there were approximately twelve inmates cultured in the past few months,but there has not been twelve confirmed cases as stated by Pfc Pia.She Will call Quest to get the actual numbers of confirmed cases over the past year...

Nurse Debra confirmed again that we do NOT have MRSA in the Facility..(DCSO Incident # 1818)It Was obvious that the information that was provided to Pia regarding active MRSA currently in our facility was innacurate,yet Pia still refused to tell us where the information originated..

Incident Report #1811 From Sgt Guest ,Pfc Pia informed me this morning that we have MRSA in the Facility.I did Not Read Anything into the pass down nor was I informed of anyone having MRSA.Since My Supervisor was not in today,I asked Lt Taylor about it.Lt Taylor said that she didn't have any knowledge of it and asked why. I informed her that Pfc Pia told me that Nurse Debra told him. Lt Taylor said that she would look into it.

My Incident Report reads.
It has Come to my attention that there was active cases of MRSA in the jail. I Immediately informed the officers of the information I had obtained to protect the safety of the officers I worked with.I advised them to clean their hands and skin thoroughly after contact with inmates. I was called into Lt Everetts office with Lt Taylor and Nurse Jones.I was Advised during this meeting that there are no present active cases but there were numerous confirmed cases in the past year from 1-12 possible.I was also advised that the cultures that are used to detect MRSA are being Discontinued due to the high expense of 205 dollars per culture...(CONT)

I had Informed Both Lt's that DHEC should be notified of the situation.I also advised them that if they didn't contact DHEC that I will..Nurse Jones is presently looking for the exact numbers of confirmed cases without releasing their names because of the HIPA Act Legalities.I Was told that I would be privy to that information when she has confirmed the actual amounts. I also Reccomended that All Officers from the date of the first exposure get exposure numbers (Cont)

(1808 cont) through Workmans comp that was denied by Lt Taylor. I was advised that the Hipa act does not allow for the identity of inmates with infectious diseases to be given to officers. I Informed The Lt's that this was a big concern for safety reasons. We All have Families that we have to go home to and could give them these diseases. I advised them that the Laws Should Be Changed. They All Agreed. I Recommended that DHEC,OSHA And The Surgeon General Be Advised.

DCSO # 1809 From Nurse Jones States...
On This Morning I was called into administrative offices by Lt Taylor in reference to a report she received from somebody about active cases of mRSA in DCDC today. During The Meeting,I Informed Lt Everett,Lt Taylor and PFC pia that on this date,there are no active cases in our jail.There had been positive cultures done in the past which confirmed MRSA and these have all been treated without further incidents....PFC Pia questioned if when an inmate had MRSA the Co's could be informed.The Answer is Yes, however,due to hippa laws, the inmates name could not be divoulged. . PFC Pia also wanted to know if an officer comes in contact with someone who has MRSA ifthey could be tested...(cont)

The Answer to that would be they would first have to have an opened wound that could be cultured to make a positive diagnosis.Lt Taylor Stated that if a CO who had come in contact with an inmate who had MRSA,then had a lesion breakout,that they could be treated through workmans comp. I asked CO pia if this information had come from an inmate and he stated that he would not divolge his source..................Got To Go KId is sick in School Will Finish later

If a patient in a facility is colonized or infected with MRSA or VRE, what do their visitors/family members need to know?
In general, healthy people are at low risk of getting infected with MRSA or VRE. Therefore, casual contact - such as kissing, hugging, and touching - is acceptable. Visitors should wash their hands before leaving an infected person's room. Also, disposable gloves should be worn if contact with body fluids is expected. (If excessive contact with body fluids is expected, gowns should also be worn.) It is also acceptable for infants and children to have casual contact with these patients.

Should patients colonized or infected with these organisms be admitted to non-hospital healthcare facilities?
Non-hospital healthcare facilities can safely care for and manage these patients by following appropriate infection control practices. In addition, non-hospital healthcare facilities should be aware that persons with MRSA, VRE, and other infections may be protected by the Americans with Disabilities Act or other applicable state or local laws or regulations.

ChrisPia You really need to get a job or are you waiting for L.C. I know you must have a headache after all of this crap you are putting out. You need to wash your hands with some dial soap take an aspirin and go to bed. The jail has been cleared so why do you continue to go on and on about this It is very obvious that you are becoming a pain in the A*S. What are you trying to accomplish by doing this? Whatever it is I don’t think it is going to work. You want to take the Sheriff down because your record is tarnished you need to let it go.

(1809 Cont) At that time,I stated to CO Pia that there was an imate in the A Dorm that says he is a LPN who diagnosed another inmate with MRSA himself.The Inmate was seen by the doctor last week and there was no positive diagnosis at that time.I Informed Lt Everett and Lt Taylor in the presence of CO pia that there had been a statement from Southeastern Service Group that the costs of the cultures may be too expensive,however Lt everett stated that I should speak to Mr. Keith Mclean about this to see if we could have the Culture procedure reinstated.At Present, I am trying to get from Quest Diagnostics the actual number of positive cases of mRSA that we had in the last year. The Number Of Cultures that were done for MRSA do not reflect the actual number of confirmed cases that we had.. After All of This was said and done,Lt Taylor presented a computer printout about MRSA. This print out explained what MRSA is,how it is transmitted, what causes it and how it can be prevented...

RoadRunner I am Not Trying to accomplish Anything. I will be reporting on Ray Nash long after he steps down in 2009...And I have been trying to get a job but that being fired for insubordination keeps getting in the way...
I am Enjoying My Time with my family and friends and doing crime watch...
I didn't get the priveledge of stepping down and staying for a pension...(one I think should not be given If He Gets Indicted)

Carolina Wren... In a jail situation we deal with touching prisoners all day,Touching walls and handrails,touching clothing of inmates etc.. It would be impossible to wear gloves and wash my hands at every moment....The Conditions of the Jail were a breeding ground due to lack of Funding for soap ,towels,rags,and uniforms and running water in all cells....The money for this must have been used for other purposes.....When I called OSHA and BEFORE they Arrive 30K was taken from the General Fund toFix This...

Prayer of Forgiveness: Made Possible by Jesus Christ
The prayer of forgiveness is a prayer that is offered up to God. Though we may directly hurt each other, all of our trespasses ultimately hurt God. You may wonder how this is possible. How can our shortcomings hurt the omnipotent Creator of the universe? Does God even care? In Genesis 6, we find that God Himself actually grieved over all the wrongs that man had inflicted upon each other: "Then the LORD saw that the wickedness of man was great in the earth, and that every intent of the thoughts of his heart was only evil continually. And the LORD was sorry that He had made man on the earth, and He was grieved in His heart." (Genesis 6:5-6).

All knowing, God grieves even at the mere thought of evil. Thus, ultimate forgiveness must also come from God. However, because of His justice, forgiveness cannot be freely given. Every wrong must be accounted for in order for God to be a just judge. Jesus Christ died on the cross at Calvary in our place so that our sins may be forgiven. His suffering paid for our transgressions. "For this is My blood of the new testament, which is shed for many for the remission of sins." (Matthew 26:28).

In His love, God knew that our conscience needed to be freed from guilt and condemnation. He knew that forgiveness of sins was our greatest need. In the ultimate act of love, God not only suffered the pain of our wrongs, but also paid for their consequences in order that we may have forgiveness offered to us when we sin. All we need to do is to accept His free gift of forgiveness.

Prayer of Forgiveness: Ask God for Forgiveness
Perhaps you have stumbled upon this web page looking for a prayer of forgiveness to soothe a tormented soul. Or maybe you are struggling with trying to forgive another for deeply hurting you. For all who accept Jesus Christ as their Lord and Savior, forgiveness has been freely given. If we acknowledge our wrongs and ask for forgiveness, God will forgive us - no questions asked: "If we confess our sins, He is faithful and just to forgive us our sins, and to cleanse us from all unrighteousness." (1 John 1:9).

If we reject Jesus, in essence, we reject God's gift of forgiveness. We are in fact saying that we do not wish to be reconciled with God (1 John 1:10). Though it is our free choice to not accept forgiveness from God, we will ultimately be accountable for all the sins we have committed at the end of this life. It is God's deep desire to be reconciled with you. "For God so loved the world, that He gave his only begotten Son, that whoever believes in Him should not perish, but have everlasting life." (John 3:16). If you desire to be truly forgiven, consider what Jesus said and sincerely accept Him as your Lord and Savior. You will be forgiven and God will begin a transforming work in your life.

JohnQ He is trying to get Nash Indicted so he will not be able to draw his retirement plain and simple. He said that to me in one of the above post. The jail has been cleared he needs to let it go. It is very obvious what he is trying to doing.
JohnQ You said the investigation needs to move forward into the missing funds and followed to where ever they lead. Politics and religion aside questions have been raised that need to be answered.

I agree with you. But he needs to let this thing with the jail go. Like I said the jail as been cleared.

I am Under No Ones authority and I'm not a Fool..The jail has been Cleared Of What? Mismanagement, Liars,Theft,Embezzlement,MRSA, Etc
This Might Have worked when Nash was accused of All those things at Summerville But It Is Not Going to work Here.
Nash Did everything to Get Indicted Not Me. I Just Don't Think that a Law enforcement Officer whom commits a crime while acting as a law enforcement officer should get a pension if he is indicted....Plain And Simple
When you Correct these problems with Nash and The Jail and Stop telling Lies to the Public I will back off. Get it fixed for the safety Of the Officers.Admit Your Mistakes and Repent.Then Resign.... I'll forgive you then

Chris…..I don’t believe I have mentioned before that I am a retired nurse. I have cared for patients with MRSA and other communicable infections and diseases. In hospital surroundings numerous employees touch walls, handrails, clothing, change dressings, give baths and provide total patient care. Hospitals, nursing homes, jails, prisons, military barracks are all breeding grounds for MRSA and also add public restrooms, malls, etc. MRSA can be contacted anywhere. It is impossible to walk around with a bottle Lysol spray or a bucket of soap and water every place we go. Yes, it is totally impossible for anyone to wear gloves 24/7 and I don’t think anyone would want to. *S* When you chose a profession that deals with hands on you also have to accept the consequences such as being exposed to many communicable diseases. I wish you peace and happiness but please try to bury the hate. There are other professions. You are a smart person… Use your intelligence to move forward with your life.

ChrisPia First off let’s get one thing straight. I do not know Sheriff Nash nor do I work for Dorchester County. I have been reading your comments for weeks. You are doing what ever you can do to bring the Sheriff down you better watch yourself you just might bring yourself down. Like I said you are letting this eat at you like cancer. THE JAIL HAS BEEN CLEARED LET IT GO. It does not matter what you say or what you do the jail has been cleared. People are not stupid they know what you are trying to do REVENGE

Who has cleared the jail? One County Org covering for another? I think a lot of you nay Sayers need to look at the big picture here. I have only lived down here for 11 years and over the past several years I have read several articles in the P&C that should have caused some suspicious. This was long before I even realized who Chris Pia was and what his posting were about. I think most of the posters here are smart enough to know what is the first thing those in power would do to someone who attempted to expose the truth about an entire situation? Discredit that person and make it appear that anything they say is a lie or comments from a disgruntled former employee. Look at what one tobacco company tried to do to Jeff Wigand. (The Insider, 60 minutes). Look at what Nixon tried to do to people. I will leave it at that.

Carolina Wren, In a Jail and law enforcement You don't have the knowledge of knowing someone has an infectious disease and most of the time it is hands on...In a Hospital You know what your dealing with and The area is kept clean and sterile.....I know what my profession deals with andI do not accept the fact that Law enforcement shouldn't have the knowledge of what they are dealing with...Heck,It took me 4 months of FOIA Requests and I still don't have All the Knowledge..FYI there were 10 cases of MRSA..When Were the 2 that were missing.....?

Boatwright is a conniving, power hungry, hypocrite and from what I have seen and witnessed he follows Nash’s teachings to the letter and connected arm and arm. After reading what you have written under the Nash articles and researching for myself Nash and Boatwright are as one. The Folly Beach Public Safety Department is in turmoil due to Boatwright. The connection between the department and public that was there has vanished since he walked in the door and several longtime employees left the department on their own accord because Boatwright is the “Authority figure” his words. Why do you think the people of Folly Beach are not responding to these posts? They want him gone! He has done nothing for Folly Beach and cares nothing about the city or the people. Look at how long he has been with Folly Beach before announcing running for Sheriff in DC a second time (under a year). Why did he leave the CCSO where he was a Major? He wanted the title of Police Chief to add to his resume. When Boatwright started at Charleston County Sheriff’s Office he did not start in patrol as everyone does in Law Enforcement he was brought in by Cannon at the rank of Lieutenant and worked on accreditation for the agency. Boatwright was then given rank of Captain, which there were so many complaints from Deputies about Boatwright he had to be moved out of the daily operations. Cannon then created a position of Major over the courts which Boatwright fell into or was handed. Since Boatwright left the Sheriffs office the position of Major at the courthouse has not been filled! Moving on, Air Force Special Investigations Officer, mainly a title and paper pusher position which is completely different from a civilian police investigation position that has a whole different set of rules and regulations. Think about it how much serious crime do you read or hear about on military bases. This is where Boatwright spent the majority of his so-called 30 years of Law Enforcement. North Charleston Police Patrol Supervisor not too sure about that one I really question that as he started out there and was there less than 6 years. Take this information as you will but just be warned. I don’t vote in DC and don’t endorse either candidate just thought I would pass on the information that I have about one of your candidates so you are informed. So if you want him he is all yours! I’m sure Folly will throw one hell of a party!
