COLUMBIA — Rep. Chip Limehouse wants pranksters to know that purposely letting cows, horses and other livestock loose could come with serious consequences. The Charleston Republican is drafting a bill that could increase the fines from $1,000 to $10,000 for maliciously tampering with fences or gates on a corral. The legislation, which can't be pre-filed until December in advance of the Legislature's January return, was prompted by two recent incidents that led to the deaths of two horses and a cow.
