Charleston County School Board Vice Chairwoman Nancy Cook suggested taking babies away from unfit parents and sterilization as potential solutions to society's ills on a Thursday morning radio show.

Her comments came during the 9 a.m. hour on WTMA-AM's "Morning Buzz with Richard Todd." The topic of conversation was a new report on the dismal graduation rates in the nation's 50 biggest cities. Cook told Todd she's worked on the issue of poverty for more than a decade and that the community still tolerated problems such as teenage pregnancies and babies born in poverty and out of wedlock. "We're not standing up as people and saying that we've had enough of that. We're not paying for another baby, maybe one baby, but after that, we're taking the baby. And maybe you get sterilized. I know that sounds kind of extreme and radical, but we're in times to where — think about America. When is it OK for America not to be No. 1? When did we get out of that?" Cook said. She wrote in an e-mail response later to The Post and Courier that what she said was taken out of context. Cook wrote: "I've spent my entire life helping others. For the last 14 years, I have assisted women, children, and veterans of all ages and races to turn their lives around. For the last eight years, I've worked tirelessly to improve our school system. The issues of teen pregnancy and high school dropout rates go hand-in-hand. We need to discuss this as an issue of personal responsibility and accountability, not government intervention. Clearly, to suggest that I would be for such a radical idea would be against my morals, beliefs, and life work."
Cook said that she didn't intend for her remarks to be racist. She said she was making the remarks as a private citizen and from her perspective as a professional counselor and not as a school board leader. Cook was identified at the beginning of the show as a member of the school board. She made the comment about 10 minutes before the show finished, and her comments didn't have a chance to cause waves until later in the day when a local TV station reported on what she said. WTMA's phone lines were inundated with calls Friday morning from listeners who wanted to talk about Cook's comments, said Fred Storey, the station's news director. Some listeners thought her comment was racist and provocative, while others were supportive and glad she opened up dialogue on issues tied to graduation rates, Storey said. Cook has served on the school board eight years and recently filed as a Republican to run for a seat on County Council. She will be challenging incumbent and veteran Councilman Curtis Bostic, who also is a Republican. Bostic hadn't heard Cook's comment in the context in which she made it, and he said without that opportunity, he didn't want to comment. Some who have worked with Cook said her comment didn't fit with what they know about her. Longtime school board member and Chairman Hillery Douglas said he thought Cook was trying to give an answer to a problem that has most people perplexed. "Sometimes when you try and do that off the cuff, the wrong things come out," he said. "I'm almost certain she really doesn't mean that that's the solution to it by sterilizing. I just think it was something that was said that should not have been said." Fellow longtime school board member Gregg Meyers said Cook's comment surprised him. Cook will say whatever is on her mind at the moment, Meyers said, and he thought she made the comment in a moment of frustration and that it didn't reflect her broader efforts to help people. Cook also runs a homeless shelter. "It's probably not a good representation of Nancy's humanity," he said. This is the second time Cook has been accused of making a racist comment. In December 2006, she was accused of sending an e-mail that contained a racial slur in reference to the former schools superintendent.

She is right. I was listening at the time and took no offense to the comments. It is time that we stand up for personal accountability and stop making excuses for bad decision making. In "most" cases, people are where they are as a result of the decisions they have made up to that point in their life. If you can't afford to take care of children, don't have them. If you can't find a job, create one! I don't want the government sticking their hands in my wallet because others can't face the reality of the decisions they made! I will be responsible for me, you be responsible for you, sounds fair!

In my opinion, Cook is a fake all the way around. She can say all day long she helps people at her homeless shelter. But in part, she files for receives grant large amounts of state and federal tax dollars every year to run her racket. Hence, she earns a living this way. I will say it again, do an audit and you will find abuse and misuse. Force her to divulge her tax returns and total income levels for each of the past 5 years.
This women is not a solution to anything - never has been and never will be. She is just another problem and wants more pOwEr.
I would never vote for a sleazy snake and/or con artist.

Y'all, and Ms Cook, need to get with the times. Welfare reform PASSED and for the most part, is working. Get a life and blame someone else outside of your gated communites on societies ills. How about fully funding education, birth control, womens services, day care, healthcare, counciling, border protection, good paying jobs, affordable housing, etc.
It's not just a liberal ideology to house, feed, educate, nurse the young, it's a CHRISTIAN duty.

Until -- accountability -- is demanded of everyone in the -- industry -- of family intervention reforming the situation doesn’t stand a snowball’s chance in hell. How perplexing is that?
It would do my old soul good to see young women stand up and tell the government to kiss-off. They refuse to be brood mares for DSS and the adoption industry. They refuse to sell their futures and their children for the monthly pittance of public charity. If they could realize the insulting damage being done to them and pass on the indignity of it all, there would be some future hope.
Is that hoping anymore a waste of my time than hoping for the government to take responsibility for the scenarios they created? Only the young people can say.

While I agree that controlling who can have babies would have a positive affect on society, I also believe that we, as a country, would never agree on who should develop and enforce those controls. Our governments are already way too involved in our personal lives. I've been saying for a long time that having children when you cannot properly raise them leads to a lot of the problems we face and that stopping that trend would be more beneficial than we can imagine. I just can't figure out how that can be effectively accomplished except through education over generations to change the current mind set. It wasn't that long ago when a pregnancy of an unwed daughter brought shame and embarrassment on the family. We need to get back to that point.
goodkarmasc, fortunately for me, I have NO religious "duties" at all and it's certainly NOT my duty to take care of your children or anyone else’s children except for my own. As a human being, I have the compassion to do just that, but don’t try and tell me it’s a “duty”. That is EXACTLY the mindset that causes all of these problems in the first place.

What does a Christian's duty have to do with our government? It's a Christians duty to pray and tithe too, but does that mean the government can force me to do so? How does your Christian duty include taking my paycheck to pay for what you feel is your responsibility as a Christian?
As far as her comments being racist, I didn't notice any mention of race in her statement. Was there some mention of race on the radio show?

she is absolutely right. It's not my responsibility to take care of these lazy, worthless welfare receipients. Give them a choice; either get a job or get sterilized. We don't need these leeches sucking off of our tax dollars. As God himself has said, if someone doesn't want to work, then neither should he eat!!!

And, by the way, it's NOT a Christians duty to take care of people who don't want to work. God's word specifically says: "For even when we were with you, this we commanded you, that if any would not work, neither should he eat." 2nd Thessalonians 3:10
It's not my duty or anybody elses duty to provide for those who are lazy. There is nothing wrong with giving these leeches an ultimatum. If you make an example out of a few of them, then the rest of them will suddenly find out how productive they can be.

With the exception of "sterilization", as a society we do exactly as she said. We do take children from unfit parents. We just can't keep up with the overwhelming rate of births! IE; Gadsen Green's moms. That still amazed me and opened my eyes, the amazing number of children these 5 women had. Regardless, Nancy Cook is/was a Goodloe hack. I'm amazed too that she keeps getting elected.

It is amazing to me the public comments that those in public office still make to the public. Their general response is generally one of how their comments were taken out of context, or they misspoke, or some other lame excuse. They need to take responsibility for what they say when they say it.

I don't disagree with her. Maybe she could have worded it a bit differently, but we get the point of what she was trying to say. On the discussion of SC being the 6th worst state for children (an article only three days ago) I brought up the issue of mandatory birth control.
But seriously. Show me why someone who is an unfit parent should be allowed to keep the children that they have? If they're addicted to crack why should they be allowed to continue giving birth to crak addicted babies?

Speaking of Christian Duty...you are right, we are to reach out to the poor "as Christians". What gives the government no right to forcibly take our money and do it for us. Forced charity is not true charity. The Bible also tells us (1 Tim 5:8) that a man that does not provide for his own is worse than an infidel. 2 Thes 3:10 says, if you don't work, you don't eat. People must be accountable for what they do in this free society. It is not true liberty for me to give up my right to spend my money the way I want, to have the government take it and redistribute it, because other people make dumb decisions with their life!

So forget her remark and change something else. Change No Child Left Behind. Change the School Report Cards or do away with them. Quit judging schools by how many graduate and by how students do on the SAT/ACT. When there are numbers that are required in order to judge a school, the school must do its best to assure that they do their best to get good numbers.
And just for consideration, why are we worried about dropouts? This goes back to the graduation rate. Why is the country, not just SC, worried about how many students graduate or go on to college? Students born in poverty don't understand the hoopla surrounding getting good grades and education. Read Ruby Payne's "Frameworks for Understanding Poverty."
We have set some high standards in this state, and arguably that's a good thing. But sometimes I wonder how and why we are to change everyone to the middle class way of thinking

Nancy Cook just had a Jonathan Swift moment. BFD. Give it a rest. If she's serious about what she discussed, THEN we have something to worry about.
As for any leftist who wishes to spew about Christian duty: Give with a cheerful heart. We as Christians should be willing to give of our time, our hearts, and our pockets to give others a helping hand. she is right i am all for this. this isnt a one race issue. look at all the illegal and legal mexicans living off our government they breed faster than any race. you cant walk into any walmart without seeing a pregnant mexican and a 6-7 month old baby in a car seat. three or four more running all over the store. whites and blacks do it too,
i have one child. only one. never been on welfare never will.i personally thinkl that welfare should be abolished. keep food stamps for the disabled only and those too old to work, make those useless lazy ass whores work, as long as there is welfare they will breed to keep the checks coming. cut them off cold turkey make them get jobs,
and making them do job contacts every week isnt the answer as they will make the applications horrible asking for insane hourly wages, and have horrid demands, like only working certain days and only certain hours and they list about 50 things they will not do. its sad and sick. rip out their sex organs male and femaleand cut those checks and take those poor abused and neglected kids away.

I am confused as to why Mrs. Cook's comments are regarded as racist. Her comments were made in response to a question about "unfit" parents. All teenaged moms are not unfit, all teenaged moms are not of a specific race, and all welfare recipients are not unfit parents. To assume that her comments were meant to be racist is to assume that only the aforementioned populations are "unfit" parents. There are plenty of middle class, two parent homes with "unfit" parents! My only question for Mrs. Cook would be "who determines the definition of unfit?"

Obviously, it's not required to explicitly mention a race to make a racist comment, depending on the history and the context of the remark. Cook's comments could be considered racist because many of the early sterilization programs in this country involved poor blacks as well as those deemed mentally incompetent. And of course, Nazi Germany took sterilization to another level.
And, no the First Amendment does not apply if she made her comments in her official capacity.

I understand the point Cook is trying to make. Responsible taxpayers should not be paying for other’s irresponsibility. However, this isn’t China. We don’t sterilize people after they have their first child. The problem isn’t that these people are able to conceive. The problem is that the government has removed parental responsibility with more and more government nanny programs.
Cook says, “We’re not paying for another baby, maybe one baby,” but I can trump that. We shouldn’t be paying for any of these babies at all. Therein lies the problem. As long as the government continues to throw out a lifeline to these people abdicating them of their responsibility of parenting their child and not practicing responsible birth control the burden on society of out of wedlock births and children born into “poverty” will not decline.
Furthermore, who determines what qualifies someone as an unfit parent anyway? I am 31 years old. When I was a kid if we acted up in public my parents spanked us right there in front of everyone and nobody batted an eye. Today, someone would probably call Social Services. Would we sterilize people for disciplining their children?
I imagine Ms Cook was speaking tongue and cheek ( I hope), but this was not the best of blunders to commit when running for political office. She just handed a pot of gold to her opponent.

The Comments are ALL missing one major point : IF the family courts were more inclined to subscribe to a philosophy of EQUAL PARENTING , it would alleviate ,to a large degree the number of single parent / single involved homes that create the kind of societal problems that are sending us all to financial ruin ; not to mention the affect it has on our culture and our future. If you want to ferret out the real problem , research the amount of grant monies and federal funding the states & their ineffective bureaucratic system receive to treat the problem instead of preventing the problem. Judges & the legal system , politicians & school leadership really DO NOT WANT to correct the problem , BECAUSE the problem creates job security and funding for their positions.
Blaming some ignorant women that does not choose her bed mate wisely or some irresponsible man that is thinking with the wrong head is the simplistic reply.
We need to hold our federal , state,local & school leadership accountable and put the responsibility where it belongs.
QUIT FUNDING IRREPONSIBLE BEHAVIOR & ALLOW BOTH PARENTS EQUAL ACCESS & OPPORTUNITY TO RAISE THEIR CHILDREN WITHOUT GOVERNMENT INTERVENTION.
The people that preach to us all about responsibility then usurp our citizen & parental authority & bill us all for their intrusion, while justifying their position & hefty salary & benefits, are part of the problem , not the solution.

Education is the answer to the problem plain and simple -- sterilizing people in a free country is ludacris and ridiculous -- people like her shouldnt be allowed to breed
Sure the system is flawed -- but she is speaking of a small percentage of people in the system -- not every person is like that - that receives welfare

I don't think it is right to abuse someone's body because they are poor or have poor ways. I don't however wish to continue to pay the people least equipped to have children to do so. It is creating a negative reward situation that no one wants.
I don't have any yet, because I waited to long to afford them, and it may be too late.
Nothing breaks my heart more than to look at these little children on assistance and to know that they have so few chances to have a better life, because their parents were so careless with having them. I wonder if putting the responsiblity of having them and paying their parents to just barely even be able to feed them is responsible.
Seems like the easy way out for society to me. It would be much harder to take them from their parents, and provide a safe and loving home in an institutional setting. But really, their parents should be required to receive life training that will make them better able to employ themselves if they choose to receive assistance. No one wants to pay for that either it seems.
It is just a really sad situation, when you look at how many will end up dead or incarcerated. We are paying for a vicious cycle of poverty, lack of employment opportunities, or violent death or drug abuse. That is not good for the people or for our society.
I do think there needs to be some weakening of the incentive to not work and have children, and harsher penalties for having even more children under impoverished circumstances. If you are bad enough off when you have one, it will only get worse when you have another.
Someone needs to tell these girls that they are getting a number done on them when they choose to get pregant by some deadbeat, not that they are now going to get a measly little check - so woo hoo! We as women need to warn them that they are wrecking their lives by doing that, not that they are doing some great thing.
When you are so poor that you need assistanc,it is akin to bondage to bear children, live in poverty, and get a pittance from the government to feed yourself and them. Even worse, those circumstances are generally so dire, that the children - which are supposed to be the point of assistance - end up in awful circumstances anyway. There are no winners in that scenario.
Have compassion and pity for the girls that are too stupid to know any better. Better yet, help one see a different perspective by getting to know them and talking to them, you could make a difference. Another thought, who in the world can live on the minimum wage? I think it is time for the CEO of McDonalds to make maybe $25 million less this year and to give that money in wages to the thousands of poor women who work there. Would it really cramp his/her style to not make $64 million a year?

I am always puzzled by the general concept that only woman should be sterilized. Sure, only woman give birth, but they don't do this without help.
So, are they going to try to determine which men have impregnated a woman without being married to her, and then force them to have a vasectomy?
Our system encourages woman to have children out of wedlock, because they will automatically qualify for WIC, Medicaid and food stamps.
I have heard countless women say that they would not get married, because they would then lose their benefits.
People will tell you that a woman has to have proof that she can't support her children. This is total bull, as I have worked with single women who had decent jobs with benefits, and they still had their kids on Medicaid.
They had to have lied about their salaries, and apparently they do not check up on them.
The system has to change before people will take responsibility for their actions.

I remember sometime back in the 70's when a woman gave birth to her 3rd child and was on Medicaid, they had to sign a paper agreeing to sterilization. This was taking place right here at MUSC.
I don't know what happened to this rule unless the ACLU got involved or some other organization.

I don't like her on the school board and will not vote for her for County office. Her methods to solve problems leave a lot to be desired, in my opinion. With her thought process we could just put any second child born, to an unwed mother, straight into jail.
The problem is that as a society we turn our backs on the people that need the most help.

Well, you got to it before I could! The religion that I was raised as has been around a heck of a lot longer than Christianity, but nothing has ever been shoved down our throats telling us things are our "duty". Doesn't matter if you follow any religion...if you feel that as a human being you want to help and take care of others, that's great. But, personally, I'll be danged if I should have to take care of situations that can be avoided in the first place. I agree with the idea of finding a way to help avoid all the indescriminate "breeding" that is going on. Our tax dollars are going to help everyone but ourselves! P**s on that!

Peeps, I have to tell you that I dont see anything wrong with what Mrs Cook stated. She is right and I cant word it any better than the rest of you have. I do want to point out that there is one thing that maybe yall dont know and that is that DSS has a goal and that is to keep the family together at all costs. While the kids may be taken away briefly they will always be given back. The reason why is because it is better to give the parents chances to prove themselves than it is to find another family that will provide better. I just witnessed DSS giving a lady her kids back after more than a year. The lady does not have a job (told dss that she does), her ex resides with her but is also unemployed (and has a warrant for his arrest, they received notice of eviction but came up with enough rent to give the impression that the kids will have a permanent housing situation. There is no food in the home (but plenty of alcoholic beverages) and two other people moved in recently to help out. these two people are drug users, but then so are the parents. did dss do a real investigation into what they were sending the kids home to? no. but they reunited the family didnt they and thats what matters.

It is the goal of the Latino to have as many babies as possible. This will increase their chance of not being deported and to one day have a citizen to sponser them.
Blacks and poor whites do it for the many free programs a child under 18 offers the parent.
Ms Cook is correct in what she said. Her statement was not intended to those who have chidren and can take care of them themselves without Gov help.

live in Charleston for10 years now and i am from up north.but before what i write i want you to know my family is interracial.my grands my great grands .my sister children are mix. but if i don't say this and comment i would be a racist trust me it a favorite word for all as a excuse.what she has said what i been feeling for years if you cannot afford achild don't have them my grand daughther is 15 just had a child and her attuide is she will get a check food stamps etc .but she has everyone else care for him but her while she runs around she lives in michigan. these young girls today think it cute to say my baby daddy i hate that term and they don't know who the father is most the time.we need to do something to stop this.some of these girls say they cannot take birth control now get this it a sin what are they doing by having sex .sex is taught every where now i think it should be taught at home not in schools we tell these children it okay ..teach them m orals in school bring back pray .no one seems to want to fight for that now and we are Christian's make me laugh..i see babies and small children being haul around what the parent are getting there beer and blunts .why in the hell now every thing a black white issue. if you don't like living in poverty .dont have a child. because they are not going to enjoy it either .by having all these babies to keep there checks going is wrong living off the government is wrong to do it this way because you are to lazy to work ..i see mothers with 5 or more children all different fathers..this is to much i am a taxpayer it comes out of all are pockets the working blacks whites and all races.so stop calling all this a race issue there just as many white and other races on the welfare system.if the truth hurt in what she said if it hit home than do something about it. the race card is a damn excuse

What a shrill, shrewish broad, Cook appears to be. She sounds so in-sync with people like her Charleston School Board pal, Arthur Ravenel...also, racist. The Republican party has largely been taken over by a bunch of extreme right-wing nuts. On the one hand, she makes this disgusting comment and on the other, we're asked not to believe that she really meant it that way. Even if she didn't, then anyone as impetuous, brazen, inconsiderate,

The conversion of the savages didn't really go so well for the Catholics back in the day, and I don't see that it's the road we need to take. As a retired military soldier of twenty-four years (Army) a leaders should know how to express there concerns without use improper language. How would you feel if your children took on the same attitude when expressing there views with others using the same language they got from Mom or Dad?
