Construction

Jennifer Spinner has joined Ryland Homes as staff accountant. She holds a bachelor's degree in economics and political science from the State University of New York at Stony Brook. She has seven years of experience in finance in the mutual fund, hedge fund and private equity industries.

Engineering

Marie Arrant has joined the Charleston office of Kestrel Horizons LLC as manager of environmental forensics. Previously, she worked for seven years in the company's Greenville office as a hydrogeologist. She holds an undergraduate degree in geology and a master's degree in hydrogeology from Clemson University.

Media

Duvall Osteen, Alexandra Carton and Brittney Forrister have joined The Garden & Gun magazine, a publication of Evening Post Publishing Co. , the parent company of The Post and Courier.

Osteen is marketing assistant. She holds a degree in history and women's studies from Rhodes College. Previously, she worked in event marketing for St. Jude Children's Research Hospital and the National Civil Rights Museum in Memphis.

Carton and Forrister are account executives.

Carton has seven years of experience in sales and consumer marketing as a consumer products manager for MediZine Health Education Marketing, as a representative for the re-launch of Weight Watchers Magazine and most recently as a sales representative for Working Mother Magazine.

Forrister holds a degree in journalism and mass communications from the University of North Carolina at Chapel Hill. Previously, she was a sales representative for three years for Metro Magazine in Raleigh, N.C.

Medical

Cherie Tolley has been promoted to chief executive officer of Palmetto Behavioral Health. She joined the company in 2002 as CEO of Palmetto Pee Dee Behavioral Health in Florence, and has been chief operating officer for the company since 2006. Previously, she was a social worker in South Carolina and California; program director for the Berkeley Community Mental Health Center and S.C. Continuum of Care; clinical director for Willowglen Academy in Greeleyville; and a private consultant.

Dr. Natalie A. Hammond and Dr. Margaret S. Villers have joined the Department of Obstetrics and Gynecology at the Medical University of South Carolina as obstetricians and gynecologists.

Hammond practices at East Cooper Women's Center. She is a graduate of Winthrop University and the Medical University of South Carolina and completed her residency at MUSC.

Villers practices at the Women's Center at Cannon Place. She is a graduate of Johns Hopkins University and Georgetown University School of Medicine and completed her residency at Duke University Medical Center.

Thomas P. Ramsey has joined East Cooper Regional Medical Center as chief financial officer. He has 10 years of experience in health care financial management, most recently as chief financial officer of Woodland Heights Medical Center in Lufkin, Texas. He holds a bachelor's degree in accounting from the University of North Carolina at Charlotte, a bachelor's degree in marketing management from the University of Central Florida and a master's degree in health administration from the University of South Carolina.

Dr. Shailesh M. Patel has joined Lowcountry Orthopaedics & Sports Medicine LLC as pain management specialist. He is a graduate of Duke University, holds a medical degree from the University of South Carolina, completed his residency at Baylor College of Medicine and the Pain Management Fellowship Program at UCLA.

Nonprofit

Sarah Swain, Vicky Wing, Connie Taylor and Mary Saady have been promoted at Advanced Technology Institute.

Swain is a program administrator. She holds a bachelor's degree in psychology from Winthrop University.

Wing is senior management assistant. She attended Miami Dade College.

Taylor is a senior program assistant. She holds a bachelor's degree in business administration from James Madison University.

Saady is a senior program assistant. She attended Hollins College, Katharine Gibbs School-Boston and Shepherd College.

Katy Gerloff has joined East Cooper Community Outreach as case manager for the COACH program. She is a graduate of the University of Virginia. She has case management experience in refugee resettlement, and has developed and overseen adult basic education programs in Charlottesville, Va.

Real Estate

Ron Zenobi and Chris Dayton have joined the Metro North office of Century 21 Properties Plus Inc. in North Charleston.

Zenobi has more than 20 years experience in real estate investment and home remodeling experience. Previously, he worked for Prudential Carolina Real Estate and was a manufacturing manager in West Virginia and South Carolina. He holds an associate degree in business administration from New Castle Business College in New Castle, Pa.

Dayton previously worked for Century 21 Southern Homes in Goose Creek and for UPS in Charleston for 10 years. He holds an associate degree in science from Trident Technical College.

Matt Grayson has joined the Charleston office of IBG Partners LLC as vice president of development overseeing the company's southeastern projects, including St. Johns Yacht Harbor on the Stono River. Previously, he was development manager for Northshore Town Center in Knoxville, Tenn., and was a member of the development team for the Sanctuary at Kiawah Island. He also contributed to the transition, project management and launch of development, operations and logistics for the Atlanta Committee for the Olympic Games. He is a graduate of Wofford College.

Kathy Ashmen has joined the Summerville office of AgentOwned Realty. She owned a florist and frame shop in New Jersey for 15 years.

Restaurant

Peter Lamb has joined McCrady's Restaurant as banquet manager. Previously, he was banquet manager and conference coordinator for the Inn at Perry Cabin in St. Michael's, Md.; assistant manager and catering supervisor at the Reef Grill in Grand Cayman; a server, wine steward and catering supervisor at the Grand Old House, also in Grand Cayman; and a server and head bartender in the Billionaires Club at Casino Niagara Hyatt in Niagara Falls, N.Y.
